Connecting Our Community, One Ride at a Time
We believe that mobility is essential to quality of life. Whether it’s a trip to work, school, a medical appointment, or a visit with friends, STAR helps make it possible.




Who We Serve

  • STAR is open to everyone, regardless of age or income. We proudly serve:
  • Older adults 
  • Individuals with disabilities 
  • Students 
  • Workers 
  • Families and caregivers 
  • Veterans – We proudly partner with the local American Legion to offer scholarship rides for veterans traveling to VA hospitals. These rides are available for just $20 per trip, helping ensure our veterans receive the care they deserve.
  • Our service is inclusive, respectful, and community-focused.



Our Values

  • Accessibility: All vehicles are wheelchair accessible, and we offer door-to-door assistance.
  • Affordability: Seniors 60+ ride within Steuben County on a donation basis.
  • Reliability: We operate Monday through Friday, 5:00 AM to 5:00 PM.
  • Equity: STAR complies with Title VI of the Civil Rights Act and provides services without discrimination.



How We’re Funded

STAR is made possible through a blend of public and private support, including:

  • Steuben County Government 
  • City of Angola 
  • Township Trustees 
  • Steuben County Community Foundation 
  • INDOT 5311 & 5310 grants 
  • AIHS Title IIIB funds (Older Americans Act) 
  • Rider fares, fundraising, and charitable donations
